​At Home Color Kits and DIY Kits Provided By Shops and Salons 


It has come to the attention of the Bureau of Professional and Occupational Affairs, State Board of Cosmetology (Board) that shops and salons are continuing to operate  their businesses by providing clientele with at-home color kits and other supplies for doit-yourself (DIY) salon services.  The delivery method of these kits is reportedly a drivethrough model or home delivery. 

On March 19, 2020, Governor Wolf ordered all non-life-sustaining businesses in Pennsylvania to close their physical locations as of 8 p.m. March 19, 2020 to slow the spread of COVID-19.
