Kimberly A. Mattis was appointed Director of the Bureau of Finance and Operations on Sept. 9, 2017.  

As director, Mattis is responsible for directing the fiscal and procurement functions of the Department of State. Her functional responsibilities include fiscal management, grant management, revenue processing, budget preparation, purchasing, contracting, purchasing credit card utilization, and agency e-commerce.  

Prior to her role as director, Mattis served as the Department’s Chief of Fiscal Management from July 2008 to September 2017.  She began her commonwealth career in 2002 and brings more than 21 years of fiscal and procurement experience to the department, including her initial service as a budget analyst responsible for overseeing and maintaining most of the department’s complex budgets. 

Mattis also served as a fiscal technician supervisor for the Revenue and Refund Unit within the Department of Transportation Comptroller’s Office. 

Mattis is a 2010 graduate of the commonwealth’s Leadership Development Institute for Women Program and has attended courses at both Lebanon Valley College and Harrisburg Area Community College.
