Shannon Kerwin Sprow

Shannon Kerwin Sprow joined the Department of State in July of 2014 as Executive Deputy Chief Counsel.  In that capacity she is responsible for the management and supervision of the legal office of the Bureau of Professional and Occupational Affairs.  This office includes the legal and support staff within the Counsel Division, Prosecution Division and the Professional Compliance Office. 

Ms. Sprow began her legal career in 1999 with the County of Dauphin as a Deputy District Attorney.  She remained at the District Attorney’s Office for fifteen years earning promotions to Senior Deputy and to Chief Deputy District Attorney.   As Senior and Chief Deputy District Attorney, Ms. Sprow was responsible for the supervision of Deputy District Attorneys. During her time with the District Attorney’s Office she prosecuted all levels of crimes from misdemeanor offenses to felonies.  Ms. Sprow also managed the County-wide Accelerated Rehabilitative Disposition (ARD) program for three years and was active on the DUI Task Force and Dauphin County Accident Reconstruction Team (DCART).  She argued successfully before the Pennsylvania Superior Court to defend the validity of the science supporting breath test results in DUI cases.   Ms. Sprow has also lectured on the topic of DUI for the Pennsylvania Bar Institute.   In 2010 Susquehanna Township Police Department recognized Ms. Sprow for her dedication and service to its department and community.

Ms. Sprow graduated from Penn State University in 1996 with a Bachelor of Science in Administration of Justice.  Immediately following graduation from Penn State, Ms. Sprow attended the Dickinson School of Law of the Pennsylvania State University.  Ms. Sprow received her Juris Doctor from Penn State Dickinson in 1999.

Ms. Sprow lives in Susquehanna Township with her husband, Mike, and their four children.
