Help America Vote Act (HAVA) Election Security Grant Fund

On Friday, March 23, 2018, the Consolidated Appropriations Act of 2018 was signed into law. The Act included $380 million in grants to states for the purpose of enhancing technology and making certain election security improvements.

Pennsylvania’s share of this federal funding is $13,476,156. An additional 5% match or $673,808 from state funds brought the total amount of the award to $14.1 million.

On May 22, 2018, then-Acting Secretary of the Commonwealth Robert Torres notified the Election Assistance Commission (EAC) that Pennsylvania intended to distribute its share of grant funds to the counties for the purpose of upgrading to more secure, more resilient and more auditable voting systems.

On July 10, 2018, then-Acting Secretary Torres submitted to the EAC Pennsylvania’s program description and budget for distributing the grant funds to the counties.
